FACAA  BASKETBALL RULES & REGULATIONS – WINTER LEAGUE  2015

TEAMS
Participation in the Filipino American Community Athletic Association Basketball Tournament is open to any organized Filipino-American amateur basketball team that meets the criteria for players. The team must pay the required registration fee and must have a set of uniforms to distinguish the team from the others. Participation in FACAA is a privilege that can be revoked for rules violations.
 

PLAYERS
   1.  Player eligibility for participation in the tournament must be of Filipino ancestry (mixed or not), an amateur, and listed in the team roster registered in the tournament before the first game of the season.

 

   2. Each team may have two (2) non-Filipino Asian player. One of these  two non Filipino players must be 100% Asian and the other one can be of  mixed ancestry but one biological parent must be 100%  Asian.

 

   3. Maximum height for Non-Filipino Asian players is  6 feet 6 inches  measured at the beginning of the season.

 

   4. Asian ancestry ( for this league’s purpose  only) is herein defined  as those originating  from the following countries:  Bangladesh, Brunei, Cambodia, China, India, Iran, Iraq, Indonesia, Japan, Laos,  Malaysia, Myanmar, Nepal, Korea, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand and Vietnam.

 

   5.  Proof of ancestry must be provided upon request for verification. FACAA reserves the right to request any or all of the following at any time: driver’s license, birth certificate or non-expired passport. Failure to do so within a designated time period will result in an indefinite non-participation in the tournament. Roster changes are prohibited after the season starts. Minimum age for the Men’s Open Division is 16 years old. Minimum age for the Men’s 35 Plus league is 35 years old.

     6. Each team will be allowed to have 15 players listed on their roster, but only 12 are allowed to play in a game.

 

     7. FACAA reserves the right to invite non Filipino teams  and player eligibility rules may differ from above. 

 

     8.  Starting 2014 season,  all registration forms must have a  photograph  of the player. 

 

RULES OF CONDUCT
Team officials are responsible for the behavior and conduct of their respective team members during the duration of the tournament. Unsportsmanlike conduct and behavior, indecent gestures and exposures, unnecessary roughness, inciting a fight inside or outside the gymnasium, violation of gymnasium rules/ signs and uttering obscenities is considered detrimental to the best interest of the tournament. The tournament organizers and officials reserve the right to suspend or ban a participant(s) guilty of violating the rules of conduct from continued participation of the tournament without any refunds.

Only players, coaches and managers are allowed at the team benches during the game. Players for the next game must remain in the stands until the game is over.

Altercations involving players, coaches and managers will result in a suspension from the league without any refunds. Spectators involved in altercations will be ejected from the gym. Serious violations may result in notification of proper law enforcement authorities.

 

    The  2014 Rules Committee members are:  Noel Abejo,  Ruben David , Senen Fontanilla , Michael Marcial and  Anthony  Poblador .    This committee will review the roster of teams ( players, coaches, managers, etc) and has the right to refuse anyone from participating in the league if the committee  deems that their participation is detrimental to the league.
 

UNIFORMS
All players must have an official team uniform during game time.  Official uniform consists of matching jerseys, and same colored shorts.  Players that do not have the official team uniform will not be allowed to enter the game.  If, for any reason, players make it onto the court without the proper uniform, a technical foul worth two free throws will be assessed.  The player with the uniform violation may not re-enter the game until the infraction is resolved.  T-shirts with numbers written in markers, spray-paint or tape is not acceptable.  The committee members will have the final say and judgment on any uniform disputes.

GAME RULES
NCAA Rules shall govern all the games of this tournament subject to the following modifications:

 

  1. REGULAR SEASON - The length of the first half shall be played with running time, provided that during any team timeouts, the clock shall be stopped. The second half will consist of 18 minutes running time, provided that during any team timeouts, the clock shall be stopped. The last 2 minutes of the second half will be played with stop times on all referee calls or possession change (EXCEPTION – if the score differential is great than 15 points, the clock will run with stops only on timeouts)  . Each half will total 20 minutes of regulation time.

 

PLAYOFFS - The length of game shall be played with 18 minutes running time, provided that during any team timeouts, the clock shall be stopped. The last two minutes of each half will be played with stop times on all referee calls or possession change. Each half will total 20 minutes of regulation time.

 

  1. Overtime situations shall be played in as many times necessary to determine the winning team. Overtime will be two minutes and shall play with stop times on all referee calls or possession change.
     
  2. Each team shall be entitled to 2 time-outs in the first half and 2 time-outs in the second half for a total of four for the regulation time. One time out is available per overtime periods. There are no carry-over time-outs. Players must notify the referees when calling a timeout.  
     
  3. One-and-one situations shall be in effect starting on the seventh foul in each half.  Starting on the 10th foul, two shots will be awarded for each foul.  The number of team fouls at the end of regulation will be carried over into overtime periods.

 

  1. Substitutions must be done at the scorers table. Players must wait for a signal from the scorers table to substitute. On a two-shot foul, players must wait for the first free-throw before substituting.
     
  2. A team that fails to field four (4) players in official uniform within 10 minutes of its scheduled game will forfeit that game, and its opponent shall be declared the winner by default. The default winner will be awarded their average from the previous week provided they are able to field such number of players in the court in the same period of time. Teams that forfeit a game will be fined. A team that forfeits two games will not be eligible to return to the league for one season. All players present at the time of the forfeit will be counted as a game played toward playoff eligibility.
     
  3. Three-point baskets shall be in effect depending on the court layout. If the basketball court does not have a three point shooting boundary, then no three-point scoring will be allowed.
     
  4. Any rules not covered by the above shall be decided by the tournament officials after conferring with the team officials.
     

PLAYOFFS
The tournament will be played on the schedule duly subscribed by the team's participation in the tournament as follows:   ( Subject to change  depending on number of teams )

Open Division

Regular season records will determine the seeding in the playoffs.  The top six (6) teams for the open division qualify for the playoffs.  There will be a wild-card round for the bottom 4 teams, in which the winners will qualify for the playoffs.  The playoffs will then continue with matchups based on seeding.  The winners will proceed to the next round, in which seedings will reset after every round.  Losing teams are eliminated from the playoffs.

 

35+ Division

All eight (6) teams will be eligible for the playoffs.  Regular season records will determine the seeding in the playoffs.  The top 2 teams  will have a first round bye.  In the first round, the bottom 4 teams will play with matchups based on seedings.  The winners will proceed to the next round, in which seedings will reset after every round.  Losing teams are eliminated from the playoffs.

 

Eligibility

Open Division players must be present  for at  least five regular season games  (3  games for 35+) to be eligible for the playoffs.  Players must  check in with FACAA staff at the game if they are present but will not be playing  due to injury or some other reason.

REGISTRATION FEES
Registration fees have been set. The fees are due on a date set forth by the Committee but no less than one week before game day. The total season fees shall be refunded in the event of a cancellation of the tournament prior to the season. After the start of the season, fees are non-refundable. Fees shall be forfeited should any team withdraw from the tournament ten (10) days prior to the start of the tournament.

GAME OFFICIALS
Fully accredited referees shall officiate all games. The game officials are independent of the tournament organizers.

 

Committee members or volunteers assigned by Committee members shall be the designated scorer, statistician  and timer for the games.

 

TROPHIES AND AWARDS
Trophies, plaques or any form of recognition will be awarded for  the winner and runnerup.   Other  trophies may be awarded based on availability of  funds.
