FACAA BASKETBALL - MEN'S WINTER LEAGUE 2025
RULES AND REGULATIONS

TEAMS
Participation in the Filipino American Community Athletic Association Men's Open & 35+ Basketball Tournament is open to any organized Filipino-American amateur basketball team that meets the criteria for players. The team must pay the required registration fee and must have a set of uniforms to distinguish the team from the others. Participation in FACAA is a privilege that can be revoked for rules violations.
PLAYERS
1. Player eligibility for participation in the tournament must be of Filipino ancestry (mixed or not), an amateur, and listed in the team roster registered in the tournament before the first game of the season.
2. Each team may have two (2) non-Filipino Asian players. These two non-Filipino players can be of mixed ancestry, but one biological parent must be 100% Asian.
3. Asian ancestry (for this league’s purpose only) is herein defined as those originating from the following countries: Bangladesh, Brunei, Cambodia, China, India, Iran, Iraq, Indonesia, Japan, Laos, Malaysia, Myanmar, Nepal, Korea, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand and Vietnam.
5. Proof of ancestry must be provided upon request for verification. FACAA reserves the right to request any or all of the following at any time: driver’s license, birth certificate or non-expired passport. Failure to do so within a designated time period will result in an indefinite non participation in the tournament. Roster changes are prohibited after the season starts. Minimum age is 16 years old for the Men's Open league. Minimum age for the Men's 35+ league is 35 years old. Players must have reached their 35th birthday on the day of the game they are playing in.
6. Each team will be allowed to have 15 players listed on their roster.
7. FACAA reserves the right to invite non-Filipino teams and player eligibility rules may differ from Above.
RULES OF CONDUCT
Team officials are responsible for the behavior and conduct of their respective team members during the duration of the tournament. Unsportsmanlike conduct and behavior, indecent gestures and exposures, unnecessary roughness, inciting a fight inside or outside the gymnasium, violation of gymnasium rules/ signs and uttering obscenities is considered detrimental to the best interest of the tournament. The tournament organizers and officials reserve the right to suspend or ban a participant(s) guilty of violating the rules of conduct from continued participation in the tournament without any refunds. Only players, coaches and managers are allowed at the team benches during the game. Players for the next game must remain in the stands until the game is over. Altercations involving players, coaches and managers will result in a suspension from the league without any refunds. Spectators involved
in altercations will be ejected from the gym. Serious violations may result in notification of proper law enforcement authorities.
UNIFORMS
All players must have an official team uniform during game time. Official uniform consists of matching jerseys, and same colored shorts. Players that do not have the official team uniform will not be allowed to enter the game. If, for any reason, players make it onto the court without the proper uniform, a technical foul worth two free throws will be assessed. The player with the uniform violation may not re-enter the game until the infraction is resolved. T-shirts with numbers written in markers, spray-paint or tape is not acceptable. The committee members will have the final say and judgment on any uniform disputes.
GAME RULES
NCAA Rules shall govern all the games of this tournament subject to the following modifications:
1. REGULAR SEASON - The length of the first half shall be played with running time and stop only on time-outs. In the second half, clock will stop when free throws are being shot and during time out (EXCEPTION (*Mercy rule ) – if the score differential is greater than 40 points in the last 5 minutes of the second half, will end at the discretion of the FACAA Committee members and game officials. Each half will total 20 minutes of regulation time. PLAYOFFS - Same as regular Season:
2. CHAMPIONSHIP GAMES: Clock will stop on the first and second half when free throws are being shot, and during time outs. Exception (*mercy rule) - If the score differential is greater than 15 points in the last 2 minutes, the clock will run with stops only on time outs). Each half will total 20 minutes of regulation time.
3. Overtime situations shall be played in as many times necessary to determine the winning team. Overtime will be two minutes and shall play with stop times on all referee calls or possession changes. One time out is available per overtime period.
4. Each team shall be entitled to 2 time-outs in the first half and 2 time-outs in the second half for a total of four for the regulation time. One time out is available per overtime period. There are no carry-over time-outs. Players must notify the referees when calling a timeout.
5. Two shot fouls situations shall be in effect starting on the seventh foul in each half. The number of team fouls at the end of regulation will be carried over into overtime periods. Also, the advancement of the ball after timeout by the offensive team in under a minute.
6. Substitutions must be done at the scorers table. Players must wait for a signal from the scorers table to substitute. On a two-shot foul, players must wait for the first free-throw before substituting.
7. A team that fails to field four (4) players in official uniform within 10 minutes of its scheduled game will forfeit that game, and its opponent shall be declared the winner by default. The default winner will be awarded their average from the previous week provided they are able to field such a minimum number of players in the court in the same period of time. Teams that forfeit a game will be fined. A team that forfeits two games will not be eligible to return to the league for one season. All players present at the time of the forfeit will be counted as a game played toward playoff eligibility.
8. Three-point baskets shall be in effect depending on the court layout. If the basketball court does not have a three-point shooting boundary, then no three-point scoring will be allowed. 9. Any rules not covered by the above shall be decided by the tournament officials after conferring with the team officials.
*Mercy Rule- Any game where the point difference is 40 or over in the last 5 minutes of the second half, will end at the discretion of the FACAA Committee members and game officials
PLAYOFFS
Regular season records will determine the seeding in the playoffs. Schedule will be announced by mid-season.
Eligibility for the 2025 Season - Player must play or be present for at least 3 (three) regular season games for the Men's Open Division and 3 (three) ) games for the Men's 35+ Division to be eligible for the playoffs.
REGISTRATION FEES
Registration fees are due on a date set forth by the Committee but no less than one week before game day. The total season fees shall be refunded in the event of a cancellation of the tournament prior to the season. After the start of the season, fees are non-refundable. Fees shall be forfeited should any team withdraw from the tournament ten (10) days prior to the start of the tournament.
GAME OFFICIALS
Fully accredited referees shall officiate all games. The game officials are independent of the tournament organizers.
Committee members or volunteers assigned by Committee members shall be the designated scorer, statistician and timer for the games.
TROPHIES AND AWARDS
Trophies, plaques or any form of recognition will be awarded for the champions. Other trophies may be awarded based on availability of funds. The champions who are awarded the trophy at the end of the season are required to bring the trophy back by Opening Day of the next season to the FACAA Committee
